Papua New Guinea Mini-Conference on National Youth Service - Youth In National Development:  conference proceedings 1996

The Papua New Guinea Mini-Conference on National Youth Service had its major theme as "Youth In National Development". The conference was convened with four (4) major objectives which had to be achieved at the end of the week. These included :

  1. To create an avenue for Papua New Guinea to discuss local issues affecting their development and assess their status in relation to the global youth movement.
  2. To identify and develop a National Youth Service Action Plan for implementation at Local Level.
  3. For Papua New Guinea to accept and adopt the draft Charter on International Association for National Youth Service; and
  4. To endorse the proposal that a permanent secretariat for the Association may be established at PNG when financial resources permit and when approved by a majority of full members of the Association.

INTRODUCTION and ACKNOWLEDGMENTS

The Papua New Guinea Mini-Conference on National Youth Service had its major theme as "Youth In National Development". The conference was convened with four (4) major objectives which had to be achieved at the end of the week. These included :

1. To create an avenue for Papua New Guinea to discuss local issues affecting their development and assess their status in relation to the global youth movement.

2. To identify and develop a National Youth Service Action Plan for implementation at Local Level.

3. For Papua New Guinea to accept and adopt the draft Charter on International Association for National Youth Service; and

4. To endorse the proposal that a permanent secretariat for the Association may be established at PNG when financial resources permit and when approved by a majority of full members of the Association.

 

All the four (4) objectives were achieved. As for the post conference action plan, a national working committee comprising of government, churches, NGO private sector and youth representation has be en formed to immediately commenced the ground work after the Global Conference. Altogether, a total of 70 delegates and 40 observers attended the conference throughout the four days. With an unlisted number of 20 Observers, the total number of participants was about 130 altogether who attended the conference each day. Of the 17 guest speakers scheduled in the programme all except two (2) were able to attend.

The representatives of all the different sectoral groups and agencies made significant contributions during the deliberations. The private sector involvement for the first time in the development of an action plan for youth in the country has been acknowledged by sectoral groups which had been heavily involved in youth work during the past 20 years.

This report therefore presents the record of the resolutions and proceedings of the Mini Conference. The conference adopted a total of 19 resolutions which will be submitted to the Third on Global Conference on National Youth Service, and the Post Conference Action Plan Working Committee. These Resolutions also form the basis upon which the Post Conference Action Plan will be developed. The Conference Report is divided into four major sections. Section A provides the Resolutions of the Conference. Section B has the papers presented by guest speakers, including official opening speeches of the Minister for Home Affairs Hon. David Unagi, and the National Capital District Governor, Hon. Bill Skate. Section C of the report contains the Reports of Provinces, either by government, or churches, NGO, private sector and or the youth groups themselves. Section D contains the list of participants.

The Conference deliberations were in the form of written reports and Dictaphone recordings transcribed by the conference secretariat - unfortunately this method may have given rise to errors in the text, particularly with names. Any reader who is interested to know more about a particular resolution or details of the papers and reports presented can refer to the relevant speech or report provided in the later parts of the report and for extra detail contact the author.

On behalf of the National Youth Service, I would like to thank the Organising Committee, the presenters of papers and reports and all who have attended the meeting this week. This will provide useful input for the future of National Youth Service here, and our ideas will move forward to the international arena next week.
